Each Country has its own frequency settings for Call Progress tones that are reguarly set by the Ministry of Communication. Those tones include the busy, ringback, reorder, and out-of-service tone.
First thing you need to do is to create a Custom CPtone settings for Kuwait using the below comands:
voice class custom-cptone kwtone
dualtone busy
 frequency 425 425  
  cadence 500 500
dualtone ringback
  frequency 425 425
  cadence 1000 4000
dualtone reorder
  frequency 425 425
  cadence 250 250
 dualtone out-of-service
  frequency 425 425
  cadence 320  320

then you need to go under the FXO port to assgin the Custom CPtone and modify some addtonal settings as below:

voice-port 0/0/0
supervisory disconnect dualtone mid-call
supervisory custom-cptone kwtone
no comfort-noise
timeouts call-disconnect 1
timeouts wait-release 1 
timing hookflash-out 50
Connection Plar OPX ..............(Extension of operator or Voicemail system)
caller-id enable

Dear,

I i have connect between two router one of them in kuwait and one of them in Saudi Arabia , any way i have fxo in Kuwait router but when any body call it , after call hung still fxo port in up and in off-hook mode , even after i configure with above configuration , while if choose SA cptone , and i called the fxo from saudi arabia mobile after hung the call , call disconnect and go to on-hook mode , so what we have to do , thanks

Dear Ahmad,
this issue is a known issue in Kuwait, for most countries PSTN will provide the Supervisory Disconnect Signaling
and therefore Cisco router will have the default CPtone settings for those countries like you have in SA. but here in Kuwait PSTN will let the PBX disconnect the call and most PBX will not have this functionality as we used to face with Avaya BCM systems. for Cisco I used the configuration above and it worked for me. but if you would like to give it a try add to your voice-class the below configuration
dualtone disconnect
frequency 425
cadence 360
please update me if this works. and give us more details about the issue like when exactly this happening does your IP Phones continue to ring even after the caller hangs up.

I'm too facing the same problem IP phone give continuous ring even caller hangs up.
The current configuration on my Cisco 2811 FXO port is;

If I change only the cadence value, will it work? Please provide complete configuration commands.

Hi Mohammed,

well, you can try changing the cadence only and check if it works, if not you need to add the voice-port commands
timeouts call-disconnect 0
timeouts wait-release 1
timing hookflash-out 50
this should fix your issue.
the above configuration are already tested on a life site and working fine.
sometimes in some locations the frequency and cadence may differ in such cases you need to get those values and apply it to the above configuration and it will work.
